Route 28 began as a short working of route 30 (North Earl Street to Dollymount) to Fairview corner. Routes 28 & 30 tended to be the first choice for short journeys to North Strand and Fairview. Typically, in the 1940’s, the 28 ran every 7 minutes, and there was also a 30 every 7 minutes. The route was later extended to Saint Lawrence’s Road.
In the 1950's, the 28 and 30 were allocated the Queen Mary’s with their original engines. Regulars on the 28 were R277-279 & R268-276 on the 30. The frequency of the 28 was cut to operate only a few journeys and was extended to Castle Avenue, outbound via Haddon Road and turning right from Victoria Road to return. A year or so later, the route disappeared, and there were now 10 buses on the 30 these buses being R281-290. At the same time, the Queen Mary’s were withdrawn, but they were then re-instated with new engines over a two year period. Of the re-engined Queen Mary's, R265/6/9 and 278 returned to Clontarf.
In 1963, Edenmore Estate was built and the 28 was introduced to serve the estate. It was to have a 3 bus allocation, from Clontarf Garage. R265/6/9 were regulars on the route 28 to Edenmore and later R278 became a regular on the 28, as it had been in the past. Route 28 was operated by R's until 1975 when some new D710's replaced them.
When Cameron Estate was built, route 28 was extended to terminate at Tonlegee Avenue (now Glenwood Road). One of the 5 buses which operated route 28, also operated a morning hour service from the Kilbarrack Road to North Wall as route 53A and a service on route 27B to Castletimon. The maximum allocation was 5 buses but only 4 operated on route 28 in the peaks. The return bus from North Wall at 1710 operated to the 42B terminus at McAuley Park only and was covered by an extra works duty.
Sometime in 1997, route 28 was withdrawn at the suggestion of a well known transport analyst and was merged with route 42B. This gave an over all saving of 4 buses. Route 42B was to cover route 28 by operating through Edenmore Estate, down the Tonlegee Road and terminate at Blunden Drive. On this day route 42A re-appeared operating via the old route 28 to also terminate at Blunden Drive.
